- Workshop on "Financing
Strategies for Solid Waste Management held in Penang"
The Environmental Planning and Strategy (EPS) Component
and the Solid Waste Management (SWM) Component are two Danish
government assisted projects to the Malaysian government.
One of the EPS components is focused on developing environmental
financing strategies (EFS) tools and one of the case studies
involved working with two municipalities in Sabah on their
solid waste management issues. The case study illustrated
how EFS tools can be used to help local governments to understand
the nature of their SWM problem, assess the extent of addressing
the issues over a long term period, estimation of the fiscal
gap as well as developing options to raise revenues to meet
the fiscal gap. Due to the potential
of using the tools for the purpose of SWM in Penang, United
Nations Developing Programme (UNDP) together with the state
Economic Planning Unit (UPEN), Penang organized a “Financing
Strategies for Solid Waste Management” workshop. The
workshop was held as part of the building capacity activities
under the “Structuring and Institutionalising Solid
Waste Management” project and was held at the Bayview
Hotel, Georgetown, Penang on 17 April 2007.
Mr. Chang Yii Tan and Dr. Benoit
Laplante who were directly involved with the EPU-DANIDA
EPS component study in Sabah facilitated the workshop.
The participants were also briefed on Kota Kinabalu experience
in SWM by Mr. Robert Lipon, from the Urban Services Department
of Kota Kinabalu City Hall.
The objectives of the 1-day workshop
were as follows:
To share the tools that have been
developed by the EPU-DANIDA Environmental Planning &
Strategy (EPS) Component based on a case study in Sabah
with relevant state government agencies in Penang. These
tools include:
a. SWM Planning (waste estimation)
b. Estimating Costs of SWM (Full Cost Accounting)
c. Financing Strategies (Property Tax, Product Tax
d. To explore financing options and the roles of economic
incentives to support and complement SWM
The workshop was attended by representatives
from various relevant state government agencies in Penang
which include:
State Economic Planning Unit (UPEN),
Penang
State Valuation Services Department, Penang
Department of Environment, Penang
Housing and Local Government Unit, Penang
Urban Services, Valuation, Engineering and
Treasury Departments of both Municipal Councils of Penang
Island and Seberang Perai
